IPN messages are not being received by JotForm

I am using PayPal integration with JotForm.  All was working until 4/3/2019, then it stopped working.  


The form is filled out and then sends you to PayPal.  In PayPal, complete the transaction and get the confirmation page.  When you go into Submissions in jotform, all data is wiped out (only the submission date).  Seems the message coming via IPN back to Jotform is deleting the form data.


I have IPN enabled via paypal and am using the below URL.


This all seemed to begin when PayPal had a big outage in early April 2019.  


Any help?  This is really annoying.
