IPN Retrying - All of a sudden

I have used IPN for a long time, probably 10 years.

 

On March 23 I got an email from PayPal saying my IPN notices were failing.

 

I checked IPN history and it shows recent transactions are retrying, older ones are marked as sent.

 

Went through all my code testing things, adding debugging to find what is wrong.

 

Can't find anything wrong, in fact, IPN notices are coming in, customers are having the funds credited correctly, email notices go out - everything in our backend is working.

 

Our webserver logs show now error, they even indicate the server reply was 200 - no problem.

 

How do I find out why PayPal is retrying?  Obviously they are seeing an error somewhere, but I don't see any way to drill down into what they are seeing coming back from our servers.

 

How do I get more debug info from PayPal side?
