IPN INVALID WHEN USING IPN SIMULATOR BUT WORKS WHEN USING PAYPAL BUTTON

i have this for my ipn file ..my problem is when i use ipn simulator it always says INVALID..but works when i used papybal button..i also tried changing payment date to null but still is says INVALID..help
