How do I set up "IPN Setting"?

Hi, I am trying to follow the instruction to add IPN below:

First, Login to your PayPal account and follow the path: Profile -> My selling tools -> Instant payment notifications -> Choose IPN Settings.

 Check the option "Receive IPN messages" and in the "Notification URL" add the url; https://talentlms.com/main/paypalipn

But when I log in and click on "Instant payment notification" 
I got an error as the attachment.



Can anyone suggest me where I can access the option "Receive IPN Messages"?
