Having an issue getting Paypal_fee amount from 3rd party invoicing

Hello,
Our merchant client, for whom we are doing invoicing, enabled the following in their API access area...1) Obtain information about a single transaction. 2) Search your transactions for items that match specific criteria and display the results. We need to get the paypal_fee amount paid from the invoice and we're using curl_setopt($ch, CURLOPT_URL, 'https://api.paypal.com/v1/reporting/transactions?transaction_id=blahblah) to access the API..but we're getting PERMISSION DENIED. Is there another way to call this API and get the fee amount (..without going through the Partner Program)? Is there an entirely different way to get the amount?
