Was struggling with this error, which appeared only when customers from certain countries tried to check out. Then I found PayPal's country list and it turns out that for SOME countries, you need to send a valid ZIP code along, and not for others. Adding the ZIP code field to my checkout page solved it for me.

If it helps anyone this fix worked for us

Make sure you have https on your return fields eg

input name= return type=hidden value=https://yourdomain.com/thanks-for-your-payment

and

input namecancel_return typehidden value=https://yourdomain.com/cancel-payment

We had this setup years ago with plain http links. It silently failed last week with this stupid and uninformative vague error. Cmon Paypal!

NB characters stripped for clarity eg quotes and html

All my buttons suddenly broke this week (5/2022). The https doesn't work. The ONLY way I can find to fix it is to create a shopping cart button again. It comes out as a <form> in html, which my web page editor (Dreamweaver) doesn't recognize so it just shows a broken link. However when I try the live website the button does work. So my particular error will probably take a week to find out how to fix the existing buttons, which are not a form, so I can actually see them. My experience is that Paypal help won't know the answer even with the code right in front of them and send me down a bottomless rabbit hole (it has happened every single time I have asked them a technical question).
