pay with a bank account or credit card button

How can we add a button under log in. where we allow our customer to pay with there different credit cards. 

where it says Or Pay with a bank account or credit card

Go to Account Settings (gear icon) > Website Payments > Website Preferences > Update > PayPal account optional > On

The button should appear on it's own according to the circumstances of the client sides' cookies/markets/regions, as it is programmed into the checkout integration, PayPal buttons and Invoices. Some instances, it may give debit/credit card option or bank account/credit card option.

The paypal account optional is already On. but its still not showing pay with a bank account or credit cards, perhaps its because i do it from morocco.!!?
