I have problem while paying to USA, i tried with $2 to someone's account, it's successful. However when i tried with the larger amount ($20), system noticed that can't process this transaction at that time. Please refer image attached and help me

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
