how to verify my partner account used for onboard multiparty to connect users

i want to verify my account for partner account, 

i have tried https://developer.paypal.com/docs/multiparty/get-started/#exchange-your-api-credentials-for-an-acces... this link to get access token for integrating onboard users,

and fillup the form, after filled it says they will reach out to me if i meets minimum bussiness requirements, so what are they bussiness requirements?
