how do i set paypal balance as a preferred payment method

I want to buy some games from Steam for 28$ but when I go there and check out it asking me to choose a credit or debit card or a bank 
I don't want to use both of them I want to use my Paypal balance i have money on it and can't use them 
how do I change my preferred payment method to Paypal balance please I need help

You can't use a paypal balance in your country as all funds have to be withdrawn on receipt.
