Guest checkout may not show because of various factors (ie. fraud protection, mobile/web, cookies, user location, even time of day). If you have the account optional turned on, that's al you need to do. Just because it doesn't show for you, don't mean it doesn't show for others and vice versa. Can't force the guest checkout to show for everyone either.
