A client of mine has a woocommerce shop in Germany with the WooCommerce PaPal Payments plugin, linked to his Paypal business account. The shop is opened once per month, and usually all new stock is sold within 1 day.
Randomly, for about 1 out of 6 customers (customers, not transactions), all Paypal transactions for that customer fail with an "error-MERCHANT_NOT_ENABLED_FOR_REFERENCE_TRANSACTION". Every month, it hits different customers. So today, all transactions failed for a customer who had up to now 9 successful transactions. We also checked with a customers whether the problemes where due to blocked paypal account. But some customer that where blocked in the shop, could successful transfer the money manually from his account to the clients business account.
The only payment options allowed is pay now, all other payment options are blocked (credit/debit cards, pay later, SEPA Lastschrift, GiroPay, Sofort). The shop only offers physical goods with no subscriptions or downloads.
Client is desperate and thinks of totally quitting/disabling Paypal, as customers are annoyed and a lot of manual work is needed on his site to manually clean up the transactions and to try to keep the customers. Googling the error is also not very helpful, as the search results either point to "error pops up for subscriptions, you should ask Paypal to enable you for reference transactions" or "used API is deprecated, Paypal will come up with a new subscription API". But as the shop does not offer any subscription...
I hope someone here knows a tip, on how to tackle the problem.
