Woo-commerce paypal button returns to merchant before they get chance to pay

I have the basic paypal set up on my woocommerce site.

For majority of customers when they checkout with paypal it takes them to paypal to complete payment and then returns to merchant automatically.

But for some customers, when they checkout with paypal it redirects them back to merchant right away before getting a chance to pay.
