Why i cant link my mpesa number?

Hello am so sad to see that I cannot link my mpesa number to my PayPal account.. since the number and the PayPal account details match.. Everytime I try to link it says that the number I am linking belong to someone else while the number is mine and registered under my name.. why?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
