Where do I find " PayPal button language encoding" on my profile?

I am looking to connect my PayPal to a dudamobile website. The instructions on the Duda site say"To set up encoding preferences, go to Open Profile, My selling tools, PayPal button language encoding. Click More Options. Set Encoding to UTF-8, and Do you want to use the same encoding for data sent from PayPal to you (for example, IPN, downloadable logs, emails)? to Yes. Save the changes."
Under Setting Tools, I do not have the PayPal Language Setting - where do I find this?

You can do the following:
Go to this link: https://www.paypal.com/cgi-bin/customerprofileweb?cmd=_profile-language-encoding OR, alternatively, you can access that link clicking on your user name (Profile). There you choose Account Settings. On the Account Settings window, you choose Website payments towards the bottom of the left panel, in the PRODUCTS & SERVICES section. Finally, click the PayPal button language encoding and you get to the window to set the UTF-8 encoding.
Once you are in the PayPal button language encoding page, click on the button More options and a new window will open again.
There, change the Encoding to UTF-8.
Choose the option Yes to the question Do you want to use the same encoding for data sent from PayPal to you (e.g., IPN, downloadable logs, emails)?
That's it!

Do you have any idea why? I have not been able to request.

Unfortunatelly the same issue happening to me as well.
There is an Update button near the "PayPal button language encoding", which points to the url: https://www.paypal.com/cgi-bin/customerprofileweb?cmd=_profile-language-encoding
but clicking on it (or pasting this url into the address bar) causes thet paypal forwarding me to here: https://www.paypal.com/businessmanage/profile/loginSecurity
Other "update" links are working.
