What do I do when my dispute is diened

I purchased an item Feb 28th. The item never showed up. The tracking information said it was delivered. I fought back and forwards with the seller. The company would not send me a replacement or a refund. It's been 3 months without the item. 1.5 months fighting with the company. 1.5 months sending emails to paypal. PayPal denied my claim because shipping showed I got the item. I'm out $30 canadian dollars and no one will do anything about it. It also doesn't help that PayPal isn't answering live phone calls.
