Merchants who use PayPal payment buttons (PayPal Payments Standard) can take advantage of PayPal's automatic shipping charge calculation feature. PayPal calculates shipping charges based on rates that you specify in your account profile.
I request to please follow the below steps to access or edit your PayPal Shipping Calculations:
Login PayPal.com >> go to "Account settings" >> Shipping >> Shipping Calculations >> update.

Use the direct link to access PayPal Shipping Calculations : https://www.paypal.com/cgi-bin/customerprofileweb?cmd=_profile-shipping
Once you setup the PayPal Shipping Calculations, please toggle the "shipping" field (i.e Use settings saved in your PayPal profile) while creating your PayPal hosted button code.
Login PayPal.com >> click on "All tools" >> Integrate PayPal >> PayPal buttons >> click "View your saved buttons" >> select your button >> click on "action" drop down >> "edit button".

Login PayPal.com >> go to direct link "https://www.paypal.com/buttons/" >> follow the above steps
I have tested the flow by creating a "Add-to-cart" button and shipping calculations in my LIVE account, could able to process the payment flow with shipping details without any issue.

Thanks. But we are looking for shipping calculations that involve each carrier and location. So customers could choose UPS to their city. Is that possible with Paypal or not?
