Using the PayPal Shopping Cart to handle purchases as orders rather than as final sales.

I am selling shirts for a school-based program. Some will want to use PayPal as the shopping cart is already designed. Others will want to register an order and pay cash directly to me in person. I want to offer that option without changing the experience overall. I believe that I can do it using the Advanced Variables as linked below but I do not know for certain.
To summarize: I'd like the customer to complete all steps to the existing process until reaching the payment; then have a choice between Paypal and Cash on Delivery. Either way, the product order aspect completes in the same fashion.
