Unknown exception while invoking the shipmentsev

I keep getting this error while shipping a package (unknown exception while invoking the shipmentserv for getting the system peferred address id). How do I resolve this issue?

I'm getting it with nearly every shipment I try to create with USPS, and I've cleared my cache, rebooted, etc.  

Sometimes it throws the error when I try to calculate the price, sometimes it throws the error when I go to pay/buy shipping.  It's not consistent

I was receiving this error today trying to print a label for a U.S. address. I fixed it by googling the street address and finding out the additional 4 digits that paypal usually populates for the zip code and entered them in manually. It seems their website is not able to pinpoint some addresses so googling them and finding out exactly how they are displayed or written out helps. Hope this makes sense.
