Unable to add credit cards to account

[Hi_ho]

For weeks I am unable to link credit cards to my paypal accounts. Could it be since I used them to pay in ebay without a paypal account? Heard somewhere that it can do that. All is good with both my bank and the credit card company, called both. I ordered the second one since i thought there was a problem with the first but apparently not. Do not what to do anymore, paypal support responds only using automated messages which assist nothing. Any solutions?
