Transaction processing error on checkout page

Hello,
After 2 hours of desperately searching to find the API username and password. I finally added it in to woocommerce. However paypal payments can still not be made. I am actually trying to pay using paypal payment pro (so on page checkout). I have that set up correctly and it won't accept payments.
I keep getting this message This transaction cannot be processed. The merchant's account is not able to process transactions. (Transaction Error) something is wrong.
No matter which of these options I use to test I still get the above error message. How do I fix this please? Everything in Paypal is just soooooo complicated and its really hard to understand anything in your help documents. This is in the live environment. I am not using the sandbox.
