TXN_DECLINED for all transactions made through my Stripe Integration

I have a new PayPal business account and have enabled the PayPal intregration in my Stripe account shopping cart.  
When customers attempt to purchase a product from my website and choose the PayPal option, their transactions are always refused by PayPal with TXN_DECLINED.  
I can see no reason why this is happening.  Neither Stripe nor PayPal are helpful.  Is my website perhaps seen as a high risk for some reason?  Is it because my PayPal business account is too new?
I really need some help with this.

Please cross-check your PayPal Business account and make sure it is verified and confirmed without any account limitations. This will ensure that there are no obstacles in processing payments.

In addition, we suggest conducting a test payment using a card that is not linked to your PayPal account. This is because merchants are not able to make self-payments.
