Subscription payment renewals - globally change limit

How do I remove the cap on PayPal suspending subscription transactions so there is no limit on the number of attempts made to renew the subscription. I can change it for individual subscriptions but I cannot see how to change this globally. I am not technical and do not have the skills to install an API so your answer needs to be something like a link to an on/off or a control button please!
Also I have no clue which area this question relates to so I've guessed PayPal standard - if it isn't please could someone let me know where I'm supposed to post this question?
