I'm trying to create a PayPal subscription button that allows the following:
£25 per month for 6 months, followed by a £12.50 continuous subscription.
Unfortunately, I cannot create the button using the tools provided, so am wondering if there are any workarounds.
I would appreciate any help.

Yes, you can able to achieve this requirement by defining the trail period as "6" months with £25 and followed by £12.50.
Steps to create subscription button.
Login PayPal.com >> click on "All tools" >> Integrate PayPal >> PayPal buttons >> select button type >> fill required details
(Or)
Login PayPal.com >> go to direct link "https://www.paypal.com/buttons/" >> follow the above steps

I thought this was the way forward, however, setting a 6 month trial period results in the following...
Initial £25 charge is taken, no more payments are taken for 6 months, then the £12.50 payments begin.
Essentially, a client pays £25 for a 6-month trial. Monthly payments do not occur during this period.
