Shipping with a base cost and added per item shipping cost?

Hello all. We just opened our PayPal business account. And, we're coming from another provider who allowed us to set a base cost for each shipment and then add a per item shipping cost. With this arrangement, our customers were not charged a full shipping charge for each item in their cart.
We've added our PayPal check out and shopping cart buttons, but we cannot find a way to avoid hitting our customers with a full shipping charge on every single item in their order.
We've searched for a solution, both here and elsewhere, and it appears that having both a shipping and shipping2 line of code might solve this problem. However, the samples of this then (several years ago), have code that does not match up to the code generated by the button generator on the PP Web site now.
Does anyone know how to do this using the current code?
