There are many variables involved with payment holds. If you have a verified bank account and confirmed credit card on your PayPal account that will help. Make sure that stuff is current, including billing/shipping addresses you have on file with PayPal.
If you want to be extra careful you could give them a call and let them know about the upcoming transaction and ask if they want any verification before hand to avoid such holds.
If there is a hold it would be for your protection, of course, to ensure the person sends you the goods you're expecting (if any).
