Return to Merchant URL is incomplete

Hi there,

I am testing PayPal Standard Payments in the sandbox.

Everything is working as expected except the return to merchant URL is missing the domain name thus throwing a 404 error.

Since PayPal is deriving this URL I am not sure what's causing the incomplete URL to be created as the return URL
