Responisve Paypal Login-page: Impossible to click "accept" and/or create Paypal account

I work in a software company, where we make apps that allow payment for goods. In the payment-flow the following happens:
1. I click on "pay with Paypal" (we use Quickpay as our payment-gateway, https://quickpay.net/)
2. I can see the Paypal login window (as a responsive web-page inside the app)
3. A large part of the window is blocked by the dark blue "cookie-info". The "accept cookies" button is not visible. And since it is coded in a way, that it (= cookie info message) always shows at the bottom, I can not scroll and click accept either.
--> as long as people have a Paypal account they can continue, but if not, it is impossible to create an account, because the cookie-info is covering the "create account" button too.
--> please do something about this. If wanted I can provide you with a little video, showing the problem.
