I am login with my account, after this I am trying to reduce my internation rate.
As I click on apply for discounted rates it show empty page. This is not first time, I try this before few days as well, that time also same issue.

Since last few month, I am receiving more then $4000 in month, as per Paypal offer if more then $3000 in last month, then I can apply for discount rates. I am trying to come in "3.9% + fixed fee based on the currency" rate.
Can any one help me in this, since long Paypal charge me 4.4%, and all is paypal issue then also, no support chat help me as well.
