Received a e-mail with loads of other email addresses

I just had my account authorized and today I received a e-mail with 49 other email addresses attached saying my account is again having limitations on it. Telling me to call or submit information.

Sounds like a bogus email to me. When you log in to your directly through www.paypal.com do you see any notices or anything in your account dashboard?
