Paypal IPN's no longer sending back to my Database

I have a membership based site with recurring monthly and annually rebills. No problems for 3+ years.
This issue just started around 2/27/2020. No coding has been changed on my end, but tech wrote back (after I called to begin the investigation) the following:
'We have had updates in the past month. Some of our certificates were decommissioned to meet with industry standards. Unfortunately this is not something we can take back as the old certificates were causing security issues."
I do not believe this is the sole issue. I have tried re-sending IPN requests with no success.
Has anyone else had this issue and resolved it? I'm using C# scripts, sending back to an .asp page.
