Paypal Account optional/Guest checkout option not showing

Hi,

I have "paypal account optional" turned on, but whenever I try to checkout to make a test order, it asks me to log in or create a new Paypal account. How do I fix this? 

I have to take my website live and I have only Paypal as my payment provider!

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
