Payments suddenly not working

Hello,

 

Have had an account since April and it has been working properly.  Today, some customers complained they could not make payment with MasterCard or their bank account.  We tested by having an employee try to make a purchase with MasterCard (credit card) and VISA (debit card).  In both cases, there was a message: "Sorry, we can't complete your purchase at this time.  Please return to the merchant and choose another way to pay"

 

When checking the credit card statement we saw a PayPal transaction in the amount of $0.00, so something is 'working.'

 

No changes have been made to our express checkout since April

 

Does anybody else have this problem?
