when i try to validate and getdetails of a pdt request the following html document returned from paypal.

this happened only once on 12/2/2018 17:35 PST, what can i do to prevent this and i wonder what caused this.
the url format was : https://www.paypal.com/us/cgi-bin/webscr?cmd=_notify-synch&at=****&tx=****
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
