I am using Magento 1.9.2 with PayPal - our merchant country is set to Cyprus. We have the options to use PayPal Website Payments Standard (Includes Express Checkout - this is the one we are using or PayPal Express Checkout. We have Terms and Conditions set up.
There is a problem when using Terms and Conditions in that PayPal seems to by-pass them and go straight to the PayPal account screen, but when you try to make payment it reverts back to the Magento Terms and Conditions screen. If you check that you agree with the Ts & Cs, it then prevents you from continuing to PayPal!
I have read that this is an issue with PayPal Express but should function correctly with PayPal Payments Standard. However, we do not get the option of just PayPal Payments Standard.
How can I overcome this problem. We must have T's & C's enabled as it is required by our credit card payment gateway provider.
