PayPal subscriptions using a credit card without registering an account

Hello dear PayPal community,
Recently I started working on a business application that uses PayPal subscriptions. It uses PayPal Subscription buttons on the front end and confirmation with saving subscription status on the back end. While testing the application using the sandbox, it was found that the user does not need a PayPal account to pay for a subscription with a credit card. Testing showed that the application works properly on test cards and PayPal accounts.
After switching the application to Live mode and re-testing, I came across a problem of the following type: the PayPal authorization and subscription confirmation window requires the user to register in order to pay (unfortunately, the user does not even have the option to simply log into the account without first entering their card details and registration data ). An example can be seen in image #1. Also, a simple payment using a PayPal account or continuing to pay with a card with registration lead to an error. You can see it in image #2. I hope you have the opportunity to understand the text of the error.
After researching existing documentation, I found that a business account needs to enable the option to pay without using a PayPal account. This option is not available in my business account. Before that, I had another business account from which I tried to perform similar actions. There really is this option and the problem with the necessary registration described above does not arise. Could it be that I need some kind of additional account verification for this option to be available? Also, in small print under the option to pay by card without registering an account, it is indicated that this does not work for subscriptions. But when testing my application from another business account, subscriptions work without registration using a real card. An example can be seen in image #3. Can I get clarification about this case?
In short: is it possible to make it so that the user can subscribe to the services of my web application through PayPal using only his card details and does not need to register a PayPal account? What actions in terms of account verification need to be done for this? What needs to be done from the admin panel of a business account?
Please let me know what other information I need to provide in order to resolve this issue.
