PayPal payment Gateway on our website

We are developing a website where users can buy and sell from each other. Buyers will pay sellers through our PayPal payment gateway.
My question is, if a buyer pays the seller, but the seller never sends the product to the buyer, are WE going to be liable for this or is this strictly a matter for paypal to deal with in their resolution center? If a buyer comes to us and asks for help, are we legally allowed to point them to paypals resolution for disputes page?
Even though our site will be a platform for these buyers and sellers, it doesn't mean we are liable does it? I know we will have to liaise with our customers etc, but legally is it a matter for PayPal to resolve?
