PayPal offers no credit card option to customers

I have been using Paypal Checkout Express on Shopifyfor quite some time now but today a customer alerted me that no credit card option is showing up. 

My paypal account is Business. 

My paypal account + shopify account are registered in a supported country.

Customer is trying to buy from a supported country.

Account settings > Website payments > Website preferences > PayPal account optional = On

I did try to Deactivate > Activate as described here :

I did add a credit card to my paypal account as instructed by this text:

With PayPal Express, the default is set to ask customers to log in to PayPal (or create a PayPal Account. You can enable guest payments to let customers pay with their credit card even if they don't have their own PayPal account. To enable this feature, you need to have linked your own credit card to your PayPal business account.

What else should I try?

And sometimes it’s not a problem with your account but the customer. Have them clear their PayPal cookies/cache.

But I tried it myself , used different browser , VPN , cleared cookies etc.   and still only Paypal shows up .

In any case, if it is really so that credit card option is displayed only if customer does not have a paypal account , than I will switch to another payment gateway because I find it unacceptable to not give the customer options.

Thank you for posting to the PayPal community.

If your website(built via third party platform Shopify) processing payments via "Express Checkout" integration, I request to please contact your website developer (or) support of your third-party platform Shopify to pass the variables "SOLUTIONTYPE=Sole" and "LANDINGPAGE=BILLING" in the SetExpressCheckout payment API request call to make sure guest checkout is offered as often as possible.

Note : Guest payment checkout(i.e payment via credit/debit without PayPal account) feature is not available for all Customers/Buyers. PayPal runs a risk check to determine eligibility for guest checkout. There will be times when guest checkout is not available.

Buyers don't always have the option to complete their purchases without using or creating a PayPal account. This option is presented based on several risk factors, including but not limited to the buyer's PayPal purchase history, PayPal cookies stored on the buyer's computer, the buyer's location, or a credit assessment.

shopify says paypal should do it :

Paypal also says  if you want real credit card payments use Website Payments Pro .

Than they say this :

Our Advanced Debit and Credit solution enables highly customizable custom-card fields and reduced PCI Compliance requirements. I don't even understand which product does what I need it to do : accept credit cards. 

Meanwhile  I just enabled Shopify payments and gave up on PayPal.

Since you have been using the PayPal Express Checkout integration via Shopify, I would suggest please follow the steps provided in my previous comments to offer "guest checkout(card payments)" as often as possible. Using PayPal Express Checkout integration you can accept payments via PayPal and cards.
