PayPal failing to complete checkout process

We have a membership website which we have integrated it with PayPal but everytime we want to checkout, we are getting the message " Sorry, we weren’t able to complete your payment or set up preapproved payments at this time. Please return to the merchant and choose another way to pay." What should we do?
