PayPal Payment Advanced with Magento 2.3 - payment processed but declined on return

Hi,

 

I have recently updated my Magento 1.x website to 2.3  I have the old version live still and am migrating over to the new one currently as a sub-domain.  PayPal integration is working fine on the old website. On the new website with the same PayPal account I use my PayPal Payment Advanced setup to create a purchase and process it with PayPal and even get email confirmation that payment was completed and order successful, but then my Magento site gives me a payment declined error.  Unfortunately, the error logging in the panel doesn't seem to capture much more specifically.  I have tried checking the credentials are ok, but I think that seems to error out at the initiation of a transaction as opposed to the end.  I tried BrainTree as well and had the same issue.
