PAYPAL NOT WORKING

New to this.  Paypal windows shows up saying they it cant accept online payments and to contact me for payments!!  !@$Q#^@$^%@$%#^!!

How do I fix this and get it working on my website??  Any help please

Ive already tried to contact paypal  and N O T H I N G!!!!
