Online Checkout issues

Hello All,
I am trying to activate the online checkout in my e-commerce platform but having (Failed payment issues). 
I have a newly created Paypal business a/c, I am located in Jordan, and my developer says that the reason for this might be account eligibility. could anyone help with this please?
