Not letting me send money (paypal credit)

I try to send a Friends And Family payment but it gives me this error message -

We're sorry, we weren't able to complete your payment right now. Please try again later or choose another way to pay.

If you continue to encounter problems, please contact Customer Service.

I have tried using my debit card as well, they both had more than a sufficient balance to use.
