Not getting Paypal Instant Payment Notification emails when customers pay with their PAYPAL account!

I am currently using Adobe Payment Services on my two websites . I offer my customers payment by PAYPAL or CREDIT CARD.
I am NOT getting Paypal payment notification emails when customers pay with PAYPAL through the adobe payment services button labeled "Pay with Paypal" . I AM getting the payment notification emails from Paypal when customers pay with their credit card through the same Adobe Payment Services screen. In BOTH cases, the actual payment DOES appear in my account(s).
This issue has been going on for months now with nothing but DELAYS from Paypal on coming to a resolution or contacting me with their findings.
I've opened both MTS and CSTS tickets, but nothing has been fixed. Usually the tickets are closed after weeks as "not reproducible."
Any idea why I would not be getting the payment notification email from paypal when customers pay with their Paypal account????
