I am getting the above error when debugging/testing in Visual Studio (.net framework 4.7.2, web application) using the paypal sandbox and a js paypal button.
I am getting the same error across 3 different applications, all previously working ok in dev, which makes me wonder if the credentials have lapsed.
All working fine in prod thank goodness - same code.
