On March 6th I sent money from my old account which is based in germany, to this one and the money was kept in holding. When I sent it I accidentally used the option for buying and selling stuff. I’ve waited 21 days (Today, March 27, 2020) for my hold to be released and I still don’t have my money, which I need.

I think you have to validate your new account. When you set it up, PayPal would have made 2 small deposits to your bank (and then withdrawn them) and you had to log in to your PayPal account and let them know the amount of those transactions. Once that is done, your account is validated.
If that's not it, make sure you sent it to the correct account. Also, some countries hold payments for a long time before they clear.
