Intermittent PDT/IPN issues

Things have been working for years for both PDT and IPN for my sites. I have not changed anything in my PDT or IPN files.

 

During the past week, I've had 3 payments come through (amount 40+ others), and it doesn't appear PDT or IPN worked. The customers said they were returned to my site, and the PayPal payment went through, but my database wasn't updated. So the PayPal payment processes fine, it's just a matter of PayPal notifying me via PDT or IPN that is was successful.

 

I've had many payments process without issue after these problems...what could cause intermittent issues like this?

Since a couple of weeks, we are receiving intermitent IPN errors and- at the same time- we are logging the version 3.8 for some notifications....which is weird since the service is now at 3.9 for a couple of months already....
