Integration according to (German) laws (regular checkout not allowed)

Hi @ all,
In Germany (and probably lots of other countrys) it is not allowed to use the regular Paypal checkout.
It needs to be two steps:
1. Choose paypal and be directed to paypal, where you log in and so on. On the paypal page the button is not called "Pay now" it is called something like "Continue to check the order" (German: Weiter zur Überprüfung der Bestellung). Then you get directed back to your site.
2. Here you check everything again do the final click "Order now". If you dont click the final "order now" button on your page, then nothing is charged.
So what is the best method to integrate such a Paypal payment? I couldn't find anything about that. I am using Django for the backend.
