IPN Delays

We've been experiencing IPN delays on approximately 50% of our orders for the past 12 hours. Normally delayed IPNs will show up in IPN History as 'queued', but these ones just don't appear at all. Payment notification emails for these orders are also delayed (so we are blissfully unaware of the order's existence until the irate customer contacts us). Paypal's status page reports no issues. We've not changed anything at our end.

 

It's not exactly clear where I should report this, what the best way to get a potential service affecting issue flagged?
