How do I limit the purchase to max 1 quantity only using Buy Now buttons?

I have a Buy Now button that I wish to only allow purchase of 1 package only as it has a fixed shipping cost associated.
I have other Buy Now buttons to deal with those who want to buy multiple packages and shipping is determined by the calculator for Priority Mail.
However, the ONE PACKAGE only button is for those who want one package only shipped for a $5 First-Class mail fee.
Problem is, the ONE PACKAGE Buy Now button allows the customer to increase the quantity to order at checkout and get the $5 flat-fee shipping, which I cannot provide. For the flat-fee (First Class snail mail), I can only ship one package.
Unfortunately, the Buy Now button at checkout provides a box allowing to enter more than one package. HOW DO I RESTRICT TO JUST ONE PACKAGE?
